This building has a long interpretation history. Palaestra, curia, bouleuterion ("Greek curia") and comitium. All this applies today however as wrong or hard to prove.
A up to now not disproved theory explains the building as a theater. With that the semicircle on the picture would be a question of a row of seats.
The building was built in the first part of the 1st century BC.
